On 19-20 of September 2017, Izabela Kowalewska, legal counsel, participated in the National Congress of Science (NKN) in Cracow, which was a summary of 9 previous program conferences. Under the NKN the basic assumptions of the project so-called Act 2.0 – “Constitution for Science” were presented. This law consolidates the existing regulations governing higher education system. The project envisages in particular: broadening of the university autonomy, increasing of the role of the statute, increasing of the role and responsibility of the Rector, setting up a new body – university council and integration of higher education and science funding sources. According to the assumptions, the new law would enter into force on 1st of October 2018 (assuming the legislature process would succeed).
